Developing outside downtowns doesn't hurt downtowns anymore. Portland, Greenville, Seattle and even downtown Orlando all thrived after a major new industry needed more land than a city of tiny mishmash lots could provide.
The county has a designated "urban cluster" behind Eastside High School going to Newnan' Lake that's still 95 percent unused. Smarter counties develop high-value waterfront lands first; the tax revenues per acre are higher.
